The Ministry of Higher Education and Scientific Research held a workshop on mechanisms for implementing legal provisions regarding investment and partnerships with the private sector within educational institutions with a participation of representatives from the Federal Board of Supreme Audit, the Federal Commission of Integrity, and the National Investment Commission.

The workshop, which was attended by representatives from public universities, the Ministry’s Deputy for Administrative Affairs, Prof. Dr. Adnan Ibrahim Al-Jumaili emphasized the importance of leveraging existing legal and legislative frameworks to regulate investment and private sector partnerships.

Prof. Dr. Adnan Ibrahim Al-Jumaili highlighted the need for investment and partnership mechanisms to align with the universities' missions regarding education, scientific research, and community service.

The Deputy stressed that these mechanisms must uphold quality standards and academic integrity while enhancing the ability of university institutions to develop their resources and expand services within approved legal frameworks.

The workshop aimed at producing recommendations serving as a roadmap and a clear operational mechanism, these recommendations are intended to enable public universities to engage in investment and private sector partnerships, thereby contributing to the development of self-generated resources and alleviate the burden on the general budget and the initiative seeks to provide better services to the university community particularly those requiring additional resources that the federal budget cannot cover.

The workshop addressed various perspectives and interventions concerning legal, administrative, and oversight pathways, as well as proposed operational mechanisms to formulate practical, actionable recommendations to guide public universities toward investment and private sector partnerships in a manner consistent with prevailing legislation and the mission of university institutions.
